16 Apr Meeting of Ms Ségolène Royal with John Kerry in Washington
COP President Ségolène Royal met with the U.S. Secretary of State John Kerry in Washington on 15 April 2016 to assess challenges relating to the implementation of the Paris Climate Agreement. The COP President and the Secretary of State welcomed the mobilization of States to ensure the success of the 22 April signing ceremony which John Kerry confirmed he would attend. Several themes were discussed during this working meeting:
- Strengthening of the Paris Agreement’s Ocean Initiative. The Secretary of State recalled the importance of maintaining the momentum started by the Paris Agreement with a view to preserving oceans. The COP President suggested working together ahead of the Our Ocean Conference on 15-16 September 2016 in Washington D.C., as France and the United States, which are the world’s two leading maritime powers, have a decisive role to play.
- Green financing and mobilizing the economic and financial sectors. The need to give concrete expression to the green commitments under the Paris Agreement was recalled to ensure the credibility of climate action. Ségolène Royal and John Kerry agreed to act to mobilize private actors and support the Business Dialogue momentum.
- The importance of negotiations on hydrofluorocarbons (HFCs) and at the International Civil Aviation Organization (ICAO). Ségolène Royal and John Kerry stressed the importance of current negotiations to achieve an agreement for including hydrofluorocarbons (HFCs), a powerful greenhouse gas, in the Montreal Protocol, and of negotiations at the International Civil Aviation Organization (ICAO) on limiting emissions in the aviation sector. They will step up efforts to ensure that negotiations are completed in 2016.
