19 Feb France informs the UNFCCC to the nomination of Ségolène Royal to the Presidency of COP21
The Government of the French Republic communicated to the UNFCCC on 19 February that pursuant to Rule 25 of the Draft Rules of Procedure, being applied, Ségolène Royal, Minister of Environment, Energy and the Sea, has replaced H.E. Mr. Laurent Fabius as President of the COP 21, who has announced he was stepping down Monday 15 February (further information).

Procedure for the appointment of a new COP President
Rule 25 of the Rules of Procedure of the COP (find out more) stipulate that if an officer of the Bureau (which includes the President) “resigns or is otherwise unable to complete the assigned term of office or to perform the functions of that office, a representative of the same Party shall be named by the Party concerned to replace the said officer for the remainder of that officer’s mandate”. This new appointment therefore does not need to be voted on by the COP.
